Regulations on Work Attendance Checking in Service Office

The following regulations are made with a view to strengthen the management of staff work attendance, so as to guarantee good service and operation.

1. Regulations on Working Hours

The unified working hours of the center are from Monday to Friday (population registration service in public security office is open from Monday to Saturday, with parts of staff on duty on Sunday).
Morning: 8:00-12:00
Afternoon 2:30-5:30

1) Service offices are open to public from 8:30-12:00 in the morning and from 2£º30¡ª5£º00 in the afternoon.

2) 8£º00¡ª 8£º30 in the morning and 5£º00¡ª5£º30 in the afternoon are for staff of service office to go back their working unit (that is the bureau the service office originally belongs to) for document submission and daily affairs.

2. The Management of Receptionist Attendance

1) The working hours of receptionist are in accordance with the center¡¯s unified working hours.

2) A work attendance card is given to each and every reception. Each reception should be staffed with a standing receptionist. The work attendance card has the name of standing receptionist on it, which should be kept by the standing receptionist.

3) It is prohibited for receptionist be off duty during the working hours. The standing receptionist should ask for leave from the chief of service office if she or he has to leave. A substitute person should be arranged in time. For those arranged to take the place of the absent, the center should keep records in file.

4) Both the standing receptionist and the substitute one should sign in and sign out on the attendance card, which should be put in the attendance record of that reception.

5) If a reception can not be staffed on time due to justified reasons, the standing receptionist of that reception should fill the unified Note of Leave designed by center. With the approval from the office chief and the leaders of bureau in charge, the standing receptionist can ask for leave from the center, which will be recorded in file. Those who do not go through above procedures for leave will be considered as absent without reasons.

6) The Coordination & Supervision Section should insist on daily survey of receptions¡¯ work attendance, calculating the survey results and sign-in and sign-out records periodically, which will be reported to all and be taken as importance criteria for service office performance evaluation.

3. Management on work attendance of other staff

1) The work attendance management of other staff in the service offices of center should also conform to related regulations strictly. Specific management measures should be adopted by the service offices, which should be reported to center for records and are under the supervision of the center.

2) Other staff in service office also take the unified attendance card for sign-in and sign-out, with their working hours in accordance with the that of the center.

3) Dedicated personnel should be designated to be responsible for work attendance management and leave management, who should report the monthly work attendance conditions to the Coordination & Supervision Section before 10th of every month.

4. Other regulations.

1) All staff working in service center should abide by the regulations on working hours, without the practice of being late for work, leaving earlier or absent for no reason.

2. The attendance cards of all staff in working center are designed and distributed by the center. Any change in service office¡¯s staff should be informed to the Coordination & Supervision Section in advance. The new staff will be issued a new attendance card while the shifted staff should return his or her attendance card before leaving.

5. It is up to the municipal government administrative service center for the interpretation of these regulations.
