These regulations are made according to related laws and government policies combined with specific conditions of service center, with a view to guarantee a secure and efficient performance of information system.
1. Regulations on Maintenance
1) Computers of service centers as well as computers or other equipments of service offices are under the unified management of service center as well as its routine supervision and guidance.
2) Computers and other related equipments of service center are up to the service center for unified maintenance while those of service offices should be maintained by service offices themselves in principle.
3) The service offices equipped with over 3 computers should be staffed with a person familiar with computer to be in charge of routine management and maintenance.
4) Any violation of these regulations that lead to failure in computer system performance should be reported to all for criticism and the person involved should be brought to account. Any damages to equipments caused by violation of regulations should be compensated by the person responsible for that.
2. Regulations on Operation
1) Staff should use computers according to regulations. They should contact the system administrator in time when they come across any problems. Blind operation, brutal operation or malicious operation are prohibited.
2) It is prohibited to surfer on website unrelated to work, to play computer games, to watch movies or to listen to the music.
3) It is prohibited for staff to install or remove existing software and hardware arbitrarily on center¡¯s computers. If installations of new hardware or software are needed, application in written form should be made to service center in advance. No installation is prohibited without approval.
4) If connections to center¡¯s LAN, internet or network of units in charge or units of higher level are needed out of work¡¯s needs, service offices should apply to service center in advance in written form. Connection can only be made with approval.
5) Without center¡¯s approval, anyone who are not center¡¯s staff are prohibited to use center¡¯s computer system or related equipments.
3. Regulations on system security
1) Without center¡¯s approval, no one is permitted to change the IP address of center¡¯s LAN. It is prohibited to attack system¡¯s network or to intrude others¡¯ computer system; it is prohibited to change or remove data in computer system.
2) Regular virus-scanning should be made by staff on regular basis. Virus discovered should be cleared timely. If the virus cannot be removed, immediate report should be made to service center. It is prohibited to use unknown floppy disk or CD, to design or spread virus maliciously.
3) If staff are to leave when using computers, they should stop the programs in use, so as to prevent the risk of illegal intrusion to computer system. If the staff are about to leave for more than 30 minutes, they should turn off computers before leaving. All programs should be stop with computer and power off before off-duty.
4) Staff should take good care of computers and maintain sound working environment. It is prohibited to connect equipments irrelevant to computers onto the dedicated plug hub of computers.
4. Regulations on system secrecy
1) Staff should set pass code when using computers.
2) The pass code should be changed regularly. The term for every pass code should not exceed three months.
3) It is prohibited to tell pass code to others arbitrarily. The persons involved should be brought to account if the pass code leakage leads to serious consequences.
4) One has to log in center¡¯s computer systems with his own number and pass code. It is prohibited to log on with other¡¯s number.
5) It is prohibited to share secret documents on line.
6) Without approval from center¡¯s leaders, it is prohibited to copy center¡¯s data, software or documents to other individuals or units.
5. Publication of Information
1). Service offices should put the information concerning office introduction, service items, work procedures, application qualification (required documents), promised deadline, charging standard as well as case progress and results into the center¡¯s information system, which should be publicized on center¡¯s official website and the touch-screen computers.
2) Any add or cancellation of service items or adjustment and changes in service items should be reported the service center timely. And the center should update the related information in its information system accordingly.
3) Information can be publicized on the LED by service center. The service offices should contact the service center if they need to publicize information on LED.
4) To publicize information on LED or official website, the Form of On-Line Information Approval should be filled. With comments from center¡¯s secrecy section, the form should be reported to center¡¯s leaders for approval, without which no one can publicize information on official website or LED.
6. Regulations on computer room management
1) The center is responsible for the maintenance of center¡¯s computer rooms on the second and fifth floors.
2) The computer room of public security service office located on the second floor is under management of population registration section of pubic security bureau; the computer room on the fourth floor is under management of Construction Project Tendering Center.
3) Registration should be made when entering or leaving computer rooms. Staff or visitors should ask for permission from system administrator before entering the computer room. And records should be made for this.
4) The computer rooms should be kept clean and quiet. Without permission from system administrator, it is prohibited to use any machines or equipments in center¡¯s computer rooms.
5) Irrelevant persons are not allowed into central computer rooms. It is prohibited to do things irrelevant to computer room in the computer rooms.
7. Regulations on system administrator¡¯s responsibility
1) Daily monitoring of information system to guarantee a sound and secure performance of computer system. Proper measures should be adopted timely according to regulations if any problems occur. In the case of serious problems that can hardly be solved in time, immediate report should be made to center¡¯s leaders and chiefs of various sections.
2) The consultation and complaints from public though official website and LED should be dealt with according to regulation, with timely feedback provided.
3) To strengthen management of center¡¯s computer rooms and to carry out routine maintenance of computers, exchanger and power supply in center¡¯s computer rooms.
4) To be responsible for daily updating and adjustments of LAN information system. To improve the function of LAN according to service demands of service center.
8. The Coordination & Supervision Section is in charge of center¡¯s informatization management, among which those concerning fixed assets management should be under charge of Administrative Service Section.
9. It is up to the municipal government administrative service center for the interpretation of these regulations. |
