Foshan Municipal Government Administrative Service Center is a public service institute dedicated in the reform of administrative approval system and the coordination and management of affairs for administrative approval. It is a division with administrative powers endowed by the municipal government.
Foshan Municipal Government Administrative Service Center undertake the following responsibilities:
1.In charge of the daily work of administrative approval system reform of municipal government.
2.Provide citizens and investors with ¡°one-stop service¡± by organizing related departments that used to offer administrative approval service in separated places together to carry out their functions in the service center.
3.In charge of the daily management, coordination and supervision of units and personnel in the service center, so as to guarantee the fairness, justice, integrity and high quality of approval procedures, with a view to provide the well-organized and highly-efficient service. To guide and coordinate the administrative approval service carried out by others related departments.
4.To coordinate and supervise the units in the service center to management their income and expenditure separately, so as to prevent the drain of capital and the practice of ¡°arbitrary charges, fund-raising quotas and fines¡±.
5.In charge of publicizing and supervising the implementation of government¡¯s preferential investment policies and measures for citizens¡¯ convenience. To deal with complaints and consultation. .
6.In charge of other affairs of municipal government.

Foshan Municipal Government Administrative Service Center is sub-divided into three sections£º
1.Administrative Service Section
In charge of stipulating and implementing related regulations; in charge of secretary works, secrecy, archives, meeting affairs, finance, safe-guard, labor and capital, human resource, reception, CPC daily affairs, discipline inspection, supervision, Labor Union, Communist Youth League, Women¡¯s Federation, etc. In charge of informatization management as well as the commissioned duties of the ¡°service window¡±£¨that is£¬ the offices providing service£© of a few units not in the center yet and those already in the center.
2.Coordination and Supervision Section
In charge of coordinating the relationship among units in the service center as well as adjusting their service program£»to standardize the administrative approval procedures of those units in the center and help them make service commitment£» In charge of appraising those social service units to be enrolled into the center£¬like the intermediary institutes£» to carry out comprehensive analysis of the business and operation of ¡°service window¡± of units in the center £¬ so as to provide effective measures for improvement£» to publicize and implement various preferential policies and measures of municipal government£» To organize survey and research so as to draft related documents£» to supervise the implementation of service programs of units in the center£» To monitor the administrative approval issued by personnel in the center so as to appraisal related personnel£»to carry out propaganda and education program on ¡°Exert administrative power abiding by law¡± and ¡°anti-corruption¡±; to deal with consultation and complaints.

Operation Mode:
The Service center covers about 8000 square meters, with 112 reception seats and 190 employees (including staff of the center and those of other units in service center). About 42 units set their service agencies in the center ( those units temporarily join the center for annual inspection of foreign enterprises and joint ventures are not included), among which 12 are administrative units at municipal level, 19 are of district level( Chancheng District) and 11 are intermediary institutes. 10 units have moved their sections dedicated to administrative approval into the service center. The center provides 460 administrative approval and service programs, covering the field of investment proposal, enterprise registration, project application and service for citizens¡¯ convenience.
The center is dedicated to provide service of highly-efficiency, fairness and transparency. All information concerning the project proposal, application qualification, cases accepted, required documents, operation process, promised deadline, charging standard, case progress and result are open to the public, along with the names, working units, position and number of the person in charge. Comments and supervision from the public are welcomed.The center is equipped with unified cashier, separating the make-out of invoice and payment of fees, so as to prevent the ¡°arbitrary charges, fund-raising quotas and fines¡±. With modernized and informatized technology, the center improves the efficiency of service and management, for the convenience of inquiry and complains from the public. Efforts have also been made to transform to an on-line application and approval mode gradually, with no efforts spared to provide efficient, quality and convenient service to the citizens and enterprises.
